The Government of India, Ministry of Minority Affairs, vide Notification S.O. No.279(E) dated 3.3.2006 reconstituted the National Commission for Minorities. Joined Indian Police Service in 1967; retired as Director General of Police on Ist July, 2003; served as Deputy Commissioner of Police, Special Commissioner of Police and subsequently as Commissioner of Police and subsequently as Commissioner of Police in Bangalore city; served as Superintendent of Police in as many as 6 Districts in Karnataka state - a record for an IPS officer; picked up by the Government to handle the world famed Chikmagalur Parliamentary by-election in November 1978 in which as many as 28 candidates contested including the Late Smt. Indira Gandhi; headed the Special Task Force to catch brigand by name Veerappan who had killed 130 human beings including police and forest officials, contributed important steps for Veerappan`s ultimate end; handled all branches in police department including Law & Order, Crime, Traffic, Intelligence, Armed Police, Railway Police, Forest, Prisons, Technical Services including Computers, Wireless, Dog Squads, Guerilla Warfare, Explosive, Bomb disposal, VIP and VVIP security, Anti-Guerilla; as Special Police Commissioner in Bangalore City in 1993, solved a highly sensational and one of the most bizarre cases in India called `` Khalilee Missing Case`` in which Mrs. Khalilee, wife of the then Indian High Commissioner in Australia was buried alive by her paramour which had remained undetected for more than 3 years; as Police Commissioner in Bangalore city, arrested the Fake Stamp Paper King Pin by name Abdul Kareem Telgi; 

worked:

(i)             under the Cabinet Secretariat, Govt. of India posted as Commandant of the 27th SSB Battalion, an elite force, in Tezpur, Assam (1971-72) and took part in the Bangladesh War during that period;

(ii)            as the Divisional Organizer, SSB, in charge of the two problematic Northeastern states namely Manipur and Nagaland (1987-93) and promoted integration of the border people with people of the mainland which has earned him a special mention by the Government of India through the SSB Directorate;

(iii)           as Chief Security and Vigilance Consultant between July 2003 and May 2004 for Export Overseas Company.

(i)             as one of the "50 Indians who made a difference" by the "OUTLOOK" monthly magazine in its first anniversary special publication; and

(ii)            one of the ``50 Indians whom you ought to know" by the monthly magazine "Gentleman" ;  

(iii)      as " Most Popular Public Servant" in 2001-02 by ' The Times of India '

 Recipient of two Honorary Doctorate Degrees and several famous Awards; conferred Rotary International Honorary Membership; worked as Ambassador of Global Peace Initiative with Headquarters at Washington DC, USA; Presented a lifetime Meritorious Service Award by the Partnership Mission Society based in USA on March 6, 2005; a yearly award of Rs. 10,000 has been instituted in his name by the same Society to be given the best student of the year at Sielmat Christian High School, Churachandpur, Manipur, India; recipient of

(i)             the two highest Indian Police Service Medals namely - the Meritorious Service Medal & the Distinguished Service Medal;

(ii)            Many Citations and Certificates from Philanthropic Organizations and Associations; and

(iii)           Countless number of appreciation letters from government and members of the public.  

(iv)          Three full-length feature films have been made on him by professional film makers entitled Sangliana- Part I,II and III depicting his unusually sincere and devoted service as police officer and he himself acted in one of them called "Santha"

(v)           Three widely read series of books have been written about him by Dr. Lalrinawmi Ralte;

awarded "Super Cop" title by the media as well as by the public; considered as "man of the masses", "friend of the children" and "sympathizer of the poor" by the media; one of  the most well known Police leaders of the Country hailing from the North East India;

 One of the few Indian Police Officers, from the past and present, whose names had figured in a book containing stories of "World Famous Police Officers";

 Three Societies have been established in Bangalore City in Sangliana`s name;

 3 non-MIZO persons have so far adopted the name Sangliana as their own through legal processes in the State of Karnataka taking him as their “Role Model”.

 Dr. H.T. Sangliana was a member in the 14th Lok Sabha from Bangalore North Constituency from BJP.

 He voted for the Civil Nuclear deal in Parliament for which he was disqualified as member from July 3, 2008.

 He was the Congress Party Candidate in the Bangalore Central Constituency for 15th Lok Sabha.  

He was invited to address the District Collectors, Deputy Commissioners by the Chief Minister of Nagaland and awarded “Excellent” impression by participants.

 He is called “A giant killer” defeating Invincible Congress leader Shri Jaffer Sharief from Bangalore North Constituency during 2004 Parliamentary elctions.

Sh. Harvendra Singh Hanspal, Member

Born on  4th of May 1938 at  Bathanwala Dist. Sialkot now  in  Pakistan in a religious and devoted patriotic family of Late S. Gian Singh Hanspal. Got earlier education in Bijnor U.P. and graduated in Science stream from Agra University in 1957.

           Started business in Delhi in the late sixties and became Managing Director of Standard Fasteners Pvt. Ltd. in the year 1970  which  he  continued till 1982. Has been a Director of the Traders Bank Ltd. from the year 1966 to 1982  and  later  became  the owner of the Lakshmi Commercial Bank Ltd.

           While taking  keen  interest  in  the  social  activities,  has  been  associated  with the educational and charitable Institutions. In the year 1980 was elected to the Rajya Sabha and remained Member of Parliament for two consecutive terms i.e.1980-1986 and 1986-1992.

           Has been President of the Namdhari Darbar- a charitable Institution involved in social reforms and running of schools, publication of Namdhari literature and helping the poor since 1980, earlier he was General Secretary of Namdhari Darbar  for  about  25  years. Has been Chairman of the GSRK Hanspal Trust running SJS International School and SJS International College of Education in Samalkha. Also contributing a lot for the Punjabi literature and culture as Chairman of the World Punjabi Conference since 1983.  

          During his tenure as Member of the Parliament he always voiced the grievances of the downtrodden and was  very  much  concerned  about  the welfare of Punjabis settled all over India and abroad. Remained Chairman of the House Committee of Rajya Sabha from the year 1988 to 1992. Became the Chairman of the Committee of Members of Parliament from Punjab from 1984 to 1990 while was appointed Chief Whip of the Congress Parliamentary Party in Rajya Sabha for the period from 1990-1992.

           A staunch  believer  in  the  Gandhian  Philosophy  and  the  Policies & programmes of Congress Party and a close aide of the late Prime Ministers  Smt. Indira Gandhi and Shri Rajiv Gandhi played a key role in solving many political tangles during this period.

          Represented Indian Government in the U.N. Assembly in the year 1981 led a delegation of Indian M.P.s to the special session of the UNO.  

Was nominated as Convenor of the Minority Cell of the All India Congress Committee by the late Prime Minister Sh. Rajiv Gandhi. During his tenure as Convenor of the Minority Cell he took keen interest in airing the voice of minorities in the Parliament and all other forums.

 Became Senior Vice President  of  the Punjab Pradesh Congress Committee in 1992 when Late S. Beant Singh was President of  the  Punjab Pradesh Congress Committee. Later remained Senior Vice President of the PPCC under the leadership of Capt. Amarinder Singh.

The Congress President Smt. Sonia Gandhi deputed him as Observer for many states in the elections held to the Parliament and various State Assemblies.  

Widely traveled as he is, Sh. Hanspal has led political and official delegations to many countries.  Has  been  General  Secretary  of  the  Minorities  Department  of  the  AICC and Chairman of the Disciplinary Action Committee of the Punjab Pradesh Congress Committee till he was elevated to the coveted post of President of the Punjab Pradesh Congress Committee on 31st of July 2002.

Smt. Spalzes Angmo, Member

      Smt. Spalzes Angmo, joined National Commission for Minorities on 6th March, 2009.  Smt. Spalzes Angmo is a  native  of  Leh-Ladakh.   She  did her schooling  from Welham Girls High School  in  Dehradun.  She  completed  her   graduation   from   Government  College  Girl’s Chandigarh Punjab University ,  after  which  she  pursued a Law degree from Law Campus Center in Delhi University   and  subsequently  practiced in Supreme Court for a period of two years.  She  also  taught  in  the far-flung remote region of the Nubra valley in Ladakh, where she was involved numerous social work and adult literacy campaign.  In 1995  when   Ladakh acquired  the  Ladakh  Hill  Development  Council,  she  became  the  one  of  the  first women Councillor,  and  thereafter  was subsequently nominated  and  served  as  Member of the Hill Council for the last fourteen years.  During this period she raised important issues like gender equality,  Women’s  rights  and  protection.  She  also  held  the  post  of  General  Secretary, DCC, Leh and the President Mahila Congress Committee, Leh for many years, and mobilized the  cadre  strength  of  women  Congress  Members  to  thousands.  Smt.  Spalzes  was also the Member, State Red Cross Society of the Government of J&K.  She is also a Member of the International  Association  of  Ladakh  Studies  and  attended  an  International Conference in Aarhus  University Denmark , where she presented a paper on “Women and Development in Ladakh.

Syeda Bilgrami Imam

Member 

Smt. Syeda Bilgrami Imam has joined the Commission on 1.1.2010. 

 

Syeda Bilgrami Imam is an author, editor, as also an eminent and award-winning professional in Advertising and Communications . 

 

She has been the Executive Creative Director of J. Walter Thompson (Central Asia)

which is India's largest advertising agency by far. And also of Contract Advertising India,

an agency that she helped to build and achieve very high creative standards. Her career has extended beyond advertising into Communications and won her many national and international awards including the Super Achiever Award for Change Management.

 

Standing first in Bombay University she was Fellow of English Literature at Elphinstone College, University of Bombay.

 

With Creative writing as her passion, she moved to advertising where she has led highly creative teams for both JWT and Contract in all cities of India as also in Pakistan, Bangla Desh and  Sri Lanka. 

Her Public Service work too has been highly acclaimed and awarded (including Max Lewis): onRoad Safety and Loss Prevention, on the Girl Child, Conservation, Afforestation, Communal Harmony,  Family Welfare. Anti-Dowry, Blood Donation and Nation-building (11 Mera Bharat Mahan films). 

Work created and directed by her has won at Cannes and  Clio and been published in the finest showcases abroad such as the New York Festivals, Communication Art, Archives and D & AD London.

She has trained/worked in McCann London and  also in Wasey, Campbell, Ewald and represented India at international fora on Creativity as speaker and juror. And also at the U.S Muslim World Conference at Doha (Brookings Institution and Sheikh of Qatar).
